City of Hubbard Natural Gas Aggregation Program Update
Your community has partnered with Eastern Power and Gas (“Eastern PNG”), a leading retail gas supplier, for its natural gas aggregation program. This program is designed to provide residents and small businesses with competitive natural gas supply rates.
The City of Hubbard and Eastern Power & Gas have updated the pricing structure for the aggregation program. This update takes effect with the May 2025 billing cycle and was made in response to significant volatility in the natural gas market to ensure the program continues to deliver value to participants.
The program now offers a variable rate that is guaranteed to be $0.05 (5 cents) per MCF less than the monthly Standard Choice Offer (SCO) rate charged by Enbridge Gas Ohio. This ensures you will always receive a discount compared to the standard utility rate. This variable rate is in effect through the August 2025 billing cycle.

General Program Information:
What is the natural gas aggregation program?
The City of Hubbard‘s natural gas aggregation program allows the City to negotiate for natural gas supply on behalf of eligible residents and small businesses. By grouping together (aggregating) the energy needs of many customers, the City can often secure a more competitive rate than individual customers might find on their own. Eastern Power & Gas is the current supplier for the program.
How does community choice aggregation work?
Local governments work with a state-certified aggregator, like Eastern Power & Gas, to request proposals from competitive natural gas suppliers. Once a supplier is chosen, a notice is sent to eligible residents and businesses. Those who sign up are enrolled. Note: The program is currently using a variable rate, as described below.
Will I receive two bills?
No, you will continue to receive a single bill from Enbridge Gas Ohio. The supply charges from Eastern Power & Gas will be listed on that bill.
Who do I call if I smell gas or have a service problem?
Enbridge Gas Ohio continues to provide all emergency and customer service. You should still call Enbridge Gas Ohio for any service-related issues, including gas leaks and emergencies.

What is the current rate for the program?
The program’s pricing structure has recently been updated. The current rate is a variable rate that is set at $0.05 (5 cents) less than the monthly Standard Choice Offer (SCO) rate charged by Enbridge Gas Ohio, your local natural gas utility.
What is a "variable rate"?
A variable rate changes each month, based on market conditions. In this case, the rate will fluctuate, but it will always be 5 cents per MCF (thousand cubic feet) lower than Enbridge Gas Ohio’s SCO rate for that month. This ensures you receive a guaranteed savings compared to the standard utility rate.
Why did the rate change from a fixed rate to a variable rate?
Due to significant and unforeseen changes in the natural gas market (including unusually cold weather and international events), Eastern Power & Gas, in consultation with the City of Hubbard and its energy consultant, determined that transitioning to a guaranteed savings variable rate was the best way to ensure the long-term viability and stability of the aggregation program. This change allows the program to adapt to market fluctuations while still providing savings to participants. Importantly, the program did maintain a fixed rate throughout the winter months (November – March), providing price protection when natural gas usage and prices are typically highest. Now, as we enter the lower-usage spring and summer months, the variable rate ensures continued savings.
When did this change take effect?
The new variable rate structure goes into effect with the May 2025 billing cycle, and will continue through the August 2025 billing cycle.
Can the rate change again in the future?
Yes. The current rate is variable, so it will change monthly, always remaining $0.05 below Enbridge’s SCO. However, the City of Hubbard and Eastern Power & Gas have the flexibility to negotiate further natural gas supply agreements. This means that, if market conditions become favorable, the City’s energy consultant, with the City’s approval, could potentially secure a fixed-price contract in the future. If this happens, you will be notified.
How do I know I'm getting the correct rate?
Your monthly bill from Enbridge Gas Ohio will show the rate you are being charged by Eastern Power & Gas. You can compare this rate to the Enbridge Gas Ohio SCO rate (which is publicly available) to verify that you are receiving the guaranteed savings.
Enrollment and Opt-Out:
Will I be dropped from the program?
No. The City of Hubbard‘s natural gas aggregation program with Eastern Power & Gas is continuing. You will not be dropped from the program unless you choose to leave (opt out).
Can I enroll if I'm currently with another supplier?
Yes, but you should check with your current supplier regarding any early termination fees they may have.
Is there an early termination fee with Eastern Power & Gas?
No, there is no early termination fee to leave the current program.
What if I don't want to participate?
You can opt out of the aggregation program at any time.
